Alabama AIDS Drug Assistance Program

The Alabama Department of Public Health (ADPH) is responsible for the administration of Alabama's Ryan White HIV/AIDS Program (RWHAP) Part B AIDS Drug Assistance Program (ADAP). Alabama's ADAP provides access to life saving medications used to treat HIV, prevent the onset of related opportunistic infections, and improve the overall health of low-income people living with HIV (PWH) who have limited or no insurance coverage. In addition, Alabama's ADAP supports HIV prevention as consistent access to antiretroviral therapy (ART) is required to maintain suppressed viral loads (<200 copies/mL). PWH who are virally suppressed are 96 percent less likely to pass HIV on to their sexual partners. For PWH who achieve and maintain undetectable levels, there are no documented cases of sexual transmission. The Centers for Disease Control and Prevention supports the Undetectable Equals Untransmittable (U=U) initiative agreeing there is "effectively no risk" of sexually transmitting HIV when on ART and undectectable. Alabama's RWHAP Part B ADAP helps eligible PWH improve their own health, while significantly reducing the risk of transmitting HIV to others.

What are the enrollment requirements for Alabama AIDS Drug Assistance Program (ADAP)?

Alabama AIDS Drug Assistance Program
To qualify for Alabama's ADAP, an applicant must meet the following enrollment criteria.

  • 1. Confirmed HIV positive
  • 2. Alabama resident
  • 3. Total Gross Income at or below 400 percent of the federal poverty level (FPL)
  • 4. No third party payer (e.g., Medicaid, All Kids, Private insurance) paying more than 50 percent of the cost of medications; ADAP must be the payer of last resort.

To remain eligible, all ADAP clients must complete an annual (once a year) ADAP recertification. Alabama's RWHAP Part B ADAP utilizes a date of birth recertification schedule, with all ADAP clients recertifying during the birth month.

What drugs are covered?

Ramsell provides pharmacy benefits management services for ADAP clients enrolled in uninsured/underinsured ADAP prescription only (ADAP-Rx) coverage and clients enrolled in cost-effective, ADAP-funded Medicare Part D Client Assistance Program (EnhancedPlus/MEDCAP) or Health Plus(HPAL) prescription insurance coverage. ADAP clients enrolled in ADAP-Rx have access to medications included on Alabama's ADAP Formulary.

EnhancedPlus/MEDCAP clients have access to all medications covered under their Medicare Part D prescription insurance plan's drug formulary. Please see the appropriate Medicare Part D prescription insurance provider plan for a complete drug formulary list.
