Texas HIV Medication Program
The THMP is the official AIDS Drug Assistance Program (ADAP) for the State of Texas. The THMP started in 1987 and provides medications approved by the Food and Drug Administration (FDA) for the treatment of illnesses caused by HIV and other opportunistic infections in people living with HIV as prescribed by their doctor. The State Pharmacy Assistance Program (SPAP), the Texas Insurance Assistance Program (TIAP), and the Texas Insurance Assistance Program-PLUS (TIAP-PLUS) are subprograms within THMP that pay for medication costs.

What is THMP?
- SPAP assists qualified enrollees who have Medicare or a Medicare Part D prescription drug plan but were denied the low-income subsidy through the Social Security Administration. SPAP pays for the eligible client's Medicare Part D or Advantage D premiums and prescription copayments to meet their deductibles.
- TIAP assists qualified enrollees who have employer-sponsored insurance with paying their healthcare premiums (if applicable) and prescription copayments to meet their deductibles.
- TIAP-PLUS assists qualified enrollees who are enrolled in acceptable on- and off-federally facilitated marketplace health insurance plans. The program covers the costs associated with the medication needs of the program participant, including the health insurance premiums and medication copayments and deductibles.
To qualify for THMP, potential clients who meet eligibility criteria complete an application for assistance and note which of the three subprograms they are applying for. Once approved, a client will receive a THMP Ramsell Copay Card, welcome information about the program, and where to fill their medications.

What are the Texas HIV Medication Program Eligibility Requirements?
For eligibility questions please call the Texas HIV Medication Program (THMP) at 1-800-255-1090 and ask to speak with Katherine Wells (ext 3008) or Juliet Garcia (ext 3004) between 8 a.m. and 5 p.m., Monday through Friday.
How Does a patient Enroll in the Texas HIV Medication Program?
Patient needs to submit the Texas HIV Medication Program enrollment form listed below, to the THMP. On the application the patient will need to provide Medicare Part D plan information and your Low Income Subsidy (LIS) status. Please note that the Texas HIV Medication Program will require a complete copy of the LIS approval or denial letter before SPAP enrollment will be complete. If patient is not currently enrolled in the THMP he/she will also need to submit a complete THMP application. Once the patient enrollment is completed, he/she will get an enrollment packet from our contractor, Ramsell, which will include a SPAP identification (ID) card.

To process medications the pharmacist will need the patient's Ramsell Copay Card, and valid prescriptions.
