Louisiana Health Access Program for Uninsured (LA HAP)

Louisiana uses ADAP funds to provide medication and insurance services through LA HAP.

ADAP stands for AIDS Drug Assistance Programs which is a funding source available through the Health Resources and Services Administration (HRSA) that can be used to provide access to medications for uninsured individuals and assistance with cost shares for insured individuals.

What are the LA HAP eligibility requirements?

Anyone who meets ALL the criteria below can apply for LA HAP.

  1. Documented HIV diagnosis
  2. Louisiana residency
  3. Household Income below 500% of the Federal Poverty Guideline
  4. Not eligible for full Medicaid
    • In Louisiana, full Medicaid is open to anyone with an income below 138% of the Federal Poverty Guideline who meets U.S. citizenship requirements, is between the ages of 19 and 64, and doesn't already qualify for Medicare.

How does a patient enroll in the LA HAP?

Patients can enroll in LA HAP by visiting lahapenroll.com to enroll in LA HAP, or contact a case manager at your local community based organization (CBO), a social services staff person at a public health medical center near you, or LA HAP staff directly at (504) 568-7474 to complete an application. Where can patients' prescriptions be filled?

Patients can fill prescriptions through any pharmacy in Louisiana in the Ramsell uninsured network. To see a list of all pharmacies in the Ramsell network that approved to dispense prescriptions, use the Pharmacy Locator on the left panel or call Ramsell at 1-888-311-7632.

NOTE: LA HAP has both an insured and an uninsured network. Only the pharmacies listed in bold are part of the uninsured network.

To process medications the pharmacist will need the patient's LA HAP ID card, Medicare Part D Plan information and valid prescriptions.
