Texas HIV Medication Program

The THMP is the official AIDS Drug Assistance Program (ADAP) for the State of Texas. The THMP started in 1987 and provides medications approved by the Food and Drug Administration (FDA) for the treatment of illnesses caused by HIV and other opportunistic infections in people living with HIV as prescribed by their doctor. The State Pharmacy Assistance Program (SPAP), the Texas Insurance Assistance Program (TIAP), and the Texas Insurance Assistance Program-PLUS (TIAP-PLUS) are subprograms within THMP that pay for medication costs.

What is THMP?

The Texas HIV Medication Program (THMP) provides medications for the treatment of HIV and its related complications for low-income Texans. The State Pharmacy Assistance Program (SPAP), the Texas Insurance Assistance Program (TIAP), and the Texas Insurance Assistance Program-PLUS (TIAP-PLUS) are subprograms within THMP that pay for eligible health insurance policy expenses.

  • SPAP assists qualified enrollees who have Medicare or a Medicare Part D prescription drug plan but were denied the low-income subsidy through the Social Security Administration. SPAP pays for the eligible client's Medicare Part D or Advantage D premiums and prescription copayments to meet their deductibles.
  • TIAP assists qualified enrollees who have employer-sponsored insurance with paying their healthcare premiums (if applicable) and prescription copayments to meet their deductibles.
  • TIAP-PLUS assists qualified enrollees who are enrolled in acceptable on- and off-federally facilitated marketplace health insurance plans. The program covers the costs associated with the medication needs of the program participant, including the health insurance premiums and medication copayments and deductibles.

To qualify for THMP, potential clients who meet eligibility criteria complete an application for assistance and note which of the three subprograms they are applying for. Once approved, a client will receive a THMP Ramsell Copay Card, welcome information about the program, and where to fill their medications.

Am I Eligible for the THMP?

To qualify for the THMP, you must:

  • Provide proof of HIV diagnosis,
  • Provide proof of Texas residency,
  • Meet certain income guidelines, and
  • Be otherwise uninsured or underinsured for prescription drug coverage (this information must be verifiable.)

How do I Enroll in THMP?

TakeChargeTexas (TCT) allows clients and agency workers to complete applications online for THMP and other Ryan White services. Clients can complete this application from the comfort of their home or through a local agency.

What Drugs Are Covered?

The THMP's SPAP, TIAP, and TIAP-PLUS formularies follow the primary insurance plan's formulary. THMP will pay out-of-pocket costs for in-network claims after the primary insurance plan pays. Clients must provide both the primary insurance card and the THMP Ramsell Copay Card to the in-network pharmacy so THMP can fully cover the costs of their medications.

To process your medications, the pharmacy will need your primary insurance card, your THMP Ramsell Copay Card, and valid prescriptions.
