Sophia J. Byndloss, M.P.A.
Chief Operating Officer

Sophia Byndloss is the Division President of Public Health Rx. Sophia has been with Ramsell since 1994, and helped establish Ramsell as the market leader in state AIDS Drug Assistance Programs, including PBM services and 340B management. Her experience includes extensive knowledge of PBM systems, eligibility and enrollment, 340B program complexities, and pharmacy claims processing. With a combination of savvy, passion and technical ability, Sophia is committed to meeting the needs of Ramsell clients and program members. She has experience in operational execution with a proven ability to develop and implement programs which streamline processes and deliver measurable results. She has demonstrated broad business leadership capacity with a proven ability to develop and implement programs and services that deliver quantifiable results.

Sophia's leadership in pharmacy benefit management operations has led to new reporting and analysis when implemented, positively impacted operations and client service. In addition, Sophia has implemented numerous cost reducing/revenue enhancing programs that directly and immediately improved financial performance.

Sophia serves as Chief Privacy Officer, working closely with the Office of Civil Rights at the U.S. Department of Health and Human Services to ensure that the privacy of patients is strictly maintained by adhering to all HIPAA guidelines.

Like many of her colleagues, Sophia is an active member in her community. She coordinates health seminars, which provide information on health issues, preventive care and disease management. Additionally, Byndloss serves on the board for an Oakland public charter middle/high school, the Oakland School for the Arts, as a community representative.

Sophia holds a Master of Public Administration from California State University, East Bay, and a Bachelor of Science in Business Administration. Sophia has been a member of the National Council for Prescription Drug Programs since 2002.
