JOB TITLE: Data Management Supervisor/Data Analyst
DEPARTMENT: Ramsell Technologies
FLSA STATUS: Exempt
JOB SUMMARY:
Acts as the liaison between internal and external clients and Ramsell Technology departments, in support of the development of customer-focused SaaS products by planning, conducting and directing the data requirements and data management activities of the products and their integration into Ramsell’s operational systems and processes. Collaborates with business sponsors to develop business data requirements in support of projects, and champions the standard definition of data needs and requirements for implementation by Ramsell’s Technology teams. Participates in or facilitates data analysis, data modeling, data documentation and data research efforts. Understands business and system data requirements as a major component that drives the design and implementation of the product and supporting system, including enhancements and client implementation projects.
MAJOR RESPONSIBILITIES:
- Acts as a liaison between external and internal business units as clients and the Technology teams including EDI, Pharmacy Benefits , Product Engineering, Production Support and Information Technology by:
- Providing a single point of contact for business data, acting as a conduit between business and technology. Brings or develops a deep understanding of the business data needs and is able to translate readily between business data needs and technology implications.
- Proactively engages with all stakeholders to conducts data related interviews and elicits documents and reviews detailed business and/or functional data requirements.
- Owns documentation of all data requirements and changes to a level of detail that EDI, Pharmacy Benefits and Product Engineering can implement, leveraging standard Ramsell Data Documentation and Data Specification formats, templates and data Companion Guides.
- Own all Conceptual and Logical data models for the products Functional, Systems and Data domains in conformance to industry and data compliance (HIPAA) standards and best practice and adherence to enterprise standards along with supporting documentation.
- Champions with peers, Ramsell’s use of industry wide data and integration standards.
- Champions with peers, Ramsell’s Product User Experience development and adherence to enterprise data standards.
- Champions with peers, Ramsell’s Business/System Data Analysis and Project Management centers of excellence
- Champions with peers, adoption and ongoing evolution of Ramsell’s Product Development Process, Database design, security, data storage and management while ensuring that enterprise data standards are enforced.
- Ensures prioritized business data needs are properly translated to provide sufficient documentation to enable efficient implementation.
- Ensures all developed and proven data requirements related to changes and/or product enhancements look to improve efficiency and quality of service to both the end customer and internal business client usage.
- Brings a data technology perspective to the business in identifying, evaluating, and developing product and process data needs and procedures that are cost effective and meet or exceed business data requirements.
- Acts as an internal data consultant within technology and business groups by using quality tools and process definition/improvement to re-engineer business and technical data processes for greater efficiencies.
- Participates in root cause analysis in order to recommend product data enhancements or other appropriate actions to improve productivity for both the business units and IT, as a result of product support activities or operational challenges.
- Maintain open lines of communication to monitor and improve customer satisfaction with IT.
- Manages and leads as the data management supervisor on all product development projects and Client Implementations including data management documentation, quality assurance, implementation support, and workflow management.
- Ensures that all product and project data documentation is actively maintained, employing traceability, change control and managed checkpoint process and signoff with each iteration.
- Participates in QA, data testing and troubleshooting.
- Provides supervision and daily oversight of the Data Management Team contributors including EDI and Pharmacy Benefits team members.
- Oversees staff responsible for design and development of EDI interfaces and sponsor/vendor data import/export.
- Oversees staff responsible for the design and development of pharmacy claims adjudication benefit group and plan design.
- Develops and implements an EDI strategy to support organizational initiatives.
REQUIREMENTS:
- Strong analytical skills, with external facing product development experience including a thorough understanding of how to interpret customer and internal client data needs and translate them into application and operational data requirements.
- Proven excellent documentation and writing skills.
- Proven knowledge and expertise in Database design, security, data storage and management.
- Proven knowledge, understanding and practical application of Business, Process and System Analysis best/standard practices, techniques and tools, approaches and deliverables in areas of data function, processes, behavior and information.
- Ability to understand and apply product development and project management methodologies as they relate to data requirements and use.
- Ability to lead the User data specification; and assess usability and efficiency of data operations.
- Basic data related programming, development, systems or technical knowledge.
- Must be able to clearly understand and articulate the business, product, project and implied technical data requirements.
- Excellent communication, analytical, facilitation and negotiation skills.
- Knowledge of competition and healthcare information technology industry data standards and developments. Ability to work with numbers.
- Analytical mind which is able to process information logically.
- Knowledge of business data requirements, EDI and other commonly used data tools and structures.
- Ability to run and operate database systems.
- Good knowledge of computer hardware and software and ability to learn about new software.
- Proficient in using analytical tools and instruments for instance Biztalk, Excel, Microsoft Azure.
EDUCATION:
- BS in Business or Computer Science or equivalent experience.
EXPERIENCE:
- Minimum of 5 years' experience supervising a technology team.
- Minimum of 7 years' experience involved in an EDI environment for exchanging data with trading partners.
- Minimum of 7 years' of product development experience (SaaS experience preferred).
- Minimum of 7 years' experience with business operations and/or systems development, or the equivalent combination of education and experience.
- Minimum of 7 years' experience in developing conceptual and logical data models.
- Minimum of two large-scale projects to have developed a deep knowledge of the application and development of structured step-wise use cases, data modeling, and user experience, and associated functional and non-functional requirements.
- Recent experience in developing wire frames for both web and client server applications.
- Deep proficiency with MS Office based tools.
- Project management experience a significant plus (PMP preferred).
- Ability to present information both visually and in narrative form.
- Ability to facilitate meetings, including agenda and meeting note development.
- Ability to understand technical implication of requirements developed and sanity check technical design.
- Ability to elicit requirements from subject matter experts, understand vague concepts and articulate functionality in detailed requirements.
- High attention to detail, excellent communicator both verbal and written.
- Healthcare information technology experience preferred, including knowledge of HIPAA and its application to data import/export.
PHYSICAL REQUIREMENTS:
- Predominately sedentary office position with high frequency of keyboarding/computer work required (80% to 100%) of the workday.
